Construction Update October 21, 2021

In the fall of 2018, the City evaluated all city-owned paved roads and developed a Pavement Management Plan identifying the condition of pavements and the maintenance and repair work needed for each road. The types of road work needed may vary from routine or preventative maintenance to resurfacing or total reconstruction. The Pavement Management Plan will guide the City in their decision-making of how to most efficiently use local road funds to provide both a safe and economical road system for the community.

In an effort to further capitalize on project funds, the City will coordinate needed utility infrastructure improvements with planned road projects. Utility improvements are selected based on the age of the existing system and/or known maintenance and operations issues. In the City of Valdez, water and sewer systems installed in the 1980s or with known maintenance issues will be replaced or considered for replacement with programmed road projects.

Using the Pavement Management Plan as a guide, the City has identified six phases of projects (initially seven phases were identified). See the figure below. In September 2019, the City voters approved a $15 million bond proposition for the design and construction of projects, beginning with Phase I. Bond money is also being used for Phase II improvements (Hanagita/Ptarmigan and Cottonwood area). Once the bond funds run out, City of Valdez monies will be used.

Phase I projects (Meals Avenue, Egan Drive, South Harbor Drive, and Robe River Subdivision) were constructed in 2020. Meals and S. Harbor will be finished in the spring of 2021. Phase II projects (Cottonwood Drive area and Hanagita/Ptarmigan) are currently being designed for construction in the summer of 2021.
